Dear comrades,

We send herewith Circular No.5 of Confederation of Central Government Employees and Workers, which covers the proceedings of National Women's Convention held at Kolkata on 7th and 8th February 2011, the workers march to parliament on 23rd February 2011 and decision taken in the Secretariat Meeting of the Confederation held on 24th February 2011. The ITEF deputed 19 women comrades to participate in the convention. There had been no representation from Kerala, Andrapradesh, Pune, Gujarath, Rajastan, Western UP, North Western Region and Bihar. As per the decision taken from the National Convention we request the Circle Secretaries to organize a women's convention on 8th March 2011 and observe the international Women's Day

Workers march to Parliament

The ITEF brought the biggest contingent to participate in the March to Parliament amongst the Central Government employees. We are proud that we could be in the forefront in this historic event. We convey our greetings and congratulations to all our Circle Secretaries for the best efforts taken by them to enlist the participation of our members in this programme. We especially convey our sincere thanks to the Circle leadership of Delhi, Rajastan, Western and Eastern UP circles, North West Region, Gujarath, Tamilnadu, who had brought large number of Members to take part in the rally. Photos of our participation in the rally have been placed underneath the circular on our website. The programme was no doubt a magnificent demonstration of the workers against the economic policies of the Government of India. Burdened with the highest inflation and price rise the workers from all over the country. responded to the call of the Trade Unions admirably. We hope in the days to come there will be sustained programme of action jointly by the working Class.

National secretariat Meeting of the Confederation.

The confederation has called upon all affiliates to observe 20th April 2011 as Demands Day to popularize the 14 points Charter of demands. We request to the Circle Secretaries to issue appropriate instructions to all the branches to observe the programme by holding lunch hour demonstration/ Meeting and presenting the memorandum to the concerned heads of offices.

Cadre restructure details required.

As you are aware the Cadre Restructuring Proposal submitted by the Department has been approved by the Department of Expenditure and by the Finance Minister. This has now been forwarded to the Department of Personnel for their consent. According to sources the proposal may be cleared by the DOPT in the month of April. The next step is to get the approval of the Union Cabinet. The entire process, according to the information from the Directorate of Human Resource Development, CBDT, is likely to be over by May-June, 2011. You are also aware that the proposal submitted by the ITEF, as per the decision of the Daman CWC has been iincluded in the Cadre Restructuring proposal.. The CHQ would like to give a proposal to the Board on the criteria on which distribution/allocation of the posts has to be made. To enable us to undertake a study of various aspects before finalizing our proposal, we would like to have the following information from the field. Appreciating the urgency and importance of the matter, you are requested to earnestly take necessary steps to get the information and report I to the Central Headquarters latest by 31sMarch, 2011.

NOTICE:

Notice is hereby given for an urgent meeting of the Sectt. Of the ITEF on 15th March. 2011 at the Federation CHQ at 2.00 PM . The agenda for discussion is as under:-

Issues relating to Cadre composition proposal submitted by the ITEF to DI (HRD) and the view to be taken on the basis of the discussion the ITEF representatives had with him in the matter of composition of the A.O Grade III and Executive Assistants.

The meeting has to be called urgently as the response from the ITEF in the matter cannot brook any further delay for the Cadre Restructuring proposal is presently in an advanced stage of consideration of the Government. The Sectt. Members are requested to be present for the meeting on 15th morning.
